Some  information on the death of Willie Wagner.

Willie was killed when he touched a light pole and a fence at the same time. “Willie” was the resistor which completed the circuit,” Ohio State University electrical engineer Ben Coifman said” (1). It is more likely that he was acting as a grounding conductor, something his body was not designed to do. 

“Searching for the source, engineers say, can be like looking for a needle in a haystack.” (2) The source was the city’s 480 volt circuit.

Some are saying that this was an intermittent problem. It is more likely that “free electrons” were sitting there waiting for Willie to happen by.

The National Electric Code (NEC), NFPA 70, adopted pursuant to the Ohio Basic Building Code, shall apply in its entirety for all one (1), two (2) and three (3) family dwellings and all other structures not covered or governed under the OBBC. (Ord. 1404-99 § 4 (part).)

90.2 Scope

(A) Covered. This Code covers the installation of electric conductors, electric equipment, signaling and communications conductors and equipment, and fiber optic cables and raceways for the following:

(!) Public and private premises, including buildings, structures, mobile homes, recreational vehicles, and floating buildings.

(2) Yards, lots, parking lots, carnivals, and industrial sub-stations.

§ 3783.06 Prohibition.

No person shall engage in the practice of electrical inspection in this state unless he is the holder of a certificate of competency as an electrical safety inspector issued under Chapter 3783 of the Revised Code. Any person practicing or offering to practice electrical inspection shall show proof of his certification upon request as provided by rules of the board of building standards.

§ 3783.01 Definitions.

As used in sections 3783.01 to 3783.08 , inclusive, of the Revised Code:

(A) “Electrical safety inspector” means a person who is certified as provided in Chapter 3783 of the Revised Code.

(B) The “practice of electrical inspection” includes any ascertainment of compliance with the Ohio building code, or the electrical code of a political subdivision of this state by a person, who, for compensation, inspects the construction and installation of electrical conductors, fittings, devices, and fixtures for light, heat or power services equipment, or the installation, alteration, replacement, maintenance, or repair of any electrical wiring and equipment that is subject to any of the aforementioned codes.

(C) “Ohio building code” means the rules and regulations adopted by the board of building standards under Chapter 3781 . of the Revised Code.

(D) “Board of building standards” or “board” means the board established by section 3781.07 of the Revised Code.

Now the City of Columbus is going to hire out of state consultants. Why don’t they use someone who is certified by the State of Ohio to perform this investigation?

Referring to Tina Brown “She believes it’s a cover-up” (3). Whether by design or by accident the evidence is now gone.

It is hard to believe that city was allowed to tamper with the evidence that might show how Willie was killed.

There is an addition problem on the Town St. bridge. A high reading of ELF/EMF, in the 35-36mg (Gauss) range. ELF/EMF is also measured using the Tesla scale
